The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec
Agreement (Chapter 15) and the Act respecting health services and social services, covers the entire territory north of the
55th parallel. Its mission is to adapt health and social services programs to the needs of the population and the realities of
the region, and to ensure the effective organization of resources made available to the Nunavik region.
The Regional Board wishes to fill the temporary position for a one-year term:

JOB DESCRIPTION
Reporting to the Assistant Director of Planning and Programming, the Administrative Process Specialist plays a
key role in financial, administrative, and organizational matters within the department. He or she supports
managers and team members in carrying out clear, efficient, and effective administrative processes. More
specifically, they handle the administrative steps required for the Direct Allocation Program.
Your responsibilities also include:
• Managing all administrative processes related to the Direct Allocation Program / Service Employment Cheque
for the region (worker registration, payroll processing, time validation, report generation, data quality control,
etc.);
• Overseeing the full contract lifecycle within the department by applying organizational standards, policies,
and procedures, and ensuring compliance with legal and administrative requirements;
• Analyzing, processing, and tracking invoices, including validating budget codes, verifying authorizations, and
ensuring the compliance of accounting documents, while maintaining a structured filing system;
• Plan, organize, and coordinate certain meetings, activities, events, or travel arrangements, handling logistics,
documentation, and administrative follow-up;
• Develop, maintain, and optimize monitoring and decision-support tools (dashboards, financial reports,
performance indicators, timelines), and analyze them to support departmental management;
• Ensure the accuracy of internal documents within our department (organization chart, phone directory,
budget codes, funding letters, policies, procedures, etc.);
• Identify potential improvements in administrative processes, analyze discrepancies or inefficiencies, and
propose solutions to optimize work methods, compliance, and operational efficiency;
• Manage and organize activities related to documentation standards and the maintenance of filing systems;
• Assist the team in preparing reports, summaries, analyses, and management documents, while performing
other related tasks pertaining to strategic administrative support and process improvement.
REQUIREMENTS
• For candidates covered by the James Bay and Northern Quebec Agreement, a combination of relevant
experience and training may be considered;
• Must hold a bachelor’s degree in administrative sciences, humanities, social sciences, or another relevant
academic discipline;
• Three years of administrative experience;
• Experience in the health or social services sector is considered an asset;
• Proficiency in administrative methods and techniques, information systems, budget management, and
computer tools;
• Experience in the public sector or in an organization providing services to Indigenous communities;
• Experience in Nunavik, knowledge of Inuit culture and northern realities, or experience in an intercultural
context are assets;
• Proficiency in at least two of the three languages used in the region: Inuktitut, English, or French.
DESIRED PROFILE
• Demonstrates excellent organizational skills, the ability to set priorities, and the capacity to manage multiple
tasks simultaneously;
• Displays thoroughness, independence, and a keen eye for detail, while being able to follow established
procedures and suggest improvements;
• Accurately analyzes administrative and professional documents;
• Is highly skilled at developing, documenting, and maintaining procedures, guides, management tools, and
dashboards;
• Provides professional and respectful customer service to the team, partners, stakeholders, and beneficiaries;
• Communicates clearly and professionally, both verbally and in writing, in French and English. Knowledge of
Inuktitut is an asset;
• Collaborates easily within interdisciplinary teams and actively contributes to cross-functional projects;
• Demonstrates versatility, adaptability, and professionalism, even in unexpected or changing situations;
• Demonstrates sensitivity to northern realities and a good understanding of issues related to child and family
development in Nunavik (a significant asset);
• Is proficient in Microsoft Office (Word, Excel, Outlook, Teams, Planner) and collaborative tools.
Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement will be given priority.
ADDITIONAL INFORMATION
• Please note that interviews will likely be conducted during the week of April 6, 2026;
• Primary location: The northern facility is the preferred location; however, remote work from the southern
facility is possible depending on operational needs. Please note that travel to the north is required, depending
on the training activities to be conducted.
WORKING CONDITIONS
• Temporary assignment, full-time status (35 hours/week) for a one-year term with the possibility of extension;
• Day shift;
• Salary based on MSSS guidelines and the candidate’s qualifications ($28.02/hour to $51.76/hour).
Northern Benefits: Employees who relocate to Nunavik are eligible for various allowances, including a retention
allowance, a remote location allowance, and a food transportation allowance. For those hired more than
50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement for moving and storage expenses.
In addition, annual personal trips from Kuujjuaq to the place of employment are included, along with other
benefits.
