The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following temporary assignment:

MANAGEMENT AND DEPARTMENT: OUT OF REGIONS, #42002, NON-INSURED HEALTH BENEFITS (NIHB) PROGRAM

DESCRIPTION

Under the authority of the Coordinator of the Nunavik Non-Insured Health Benefits (NIHB) Program, within the Directorate of Out-of-Region Services, the selected candidate will play a key role in ensuring access to services for beneficiaries of the James Bay and Northern Quebec Agreement (JBNQA) by overseeing the billing management of the Nunavik NIHB Program. Under this program, beneficiaries are entitled to non-insured health services as well as services not available in the region, as stipulated in the JBNQA.

The selected candidate will be primarily responsible for managing the billing of services rendered and authorized by the program’s professionals.

More specifically, he or she will:

• Verify that invoices submitted for payment have received prior authorization when required;

• Manage supplier files;

• Enter all necessary information to generate payment requests and attach corresponding invoices;

• Prepare invoices for the health centres concerned by the payment request;

• Generate export files for payment processing by the health centres;

• Respond to supplier inquiries related to billing;

• When required, generate authorizations for certain services and health care;

• Prepare reports as needed;

• Contribute to various program improvement activities.

REQUIREMENTS

• Must hold a Diploma of Collegial Studies (DCS) in general administration, accounting and management techniques, office automation, or another appropriate college discipline accounting and management, office automation or another appropriate college discipline from a school recognized by the appropriate ministry, or a Diploma of Collegial Studies (DCS) combined with a relevant undergraduate university certificate or an Attestation of Collegial Studies (AEC) of eight hundred hours or more combined with experience or a Certificate of Collegial Studies (CCS) in administrative techniques;

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and education may be considered;

• Minimum of six months of experience in accounts payable and receivable;

• Excellent ability of spoken and written French; knowledge of English is an asset;

• Bilingualism required in two (2) of the three (3) languages used in Nunavik (English, Inuktitut, French);

• Rigor, organizational skills, and autonomy;

• Discretion and respect for confidentiality;

• Ability to manage priorities;

• Good analytical skills and attention to detail;

• Ability to work in a team;

• Interpersonal communication skills;

• Intermediate level in Microsoft Excel;

• Proficiency in the Microsoft Office Suite.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

ADDITIONAL INFORMATION

• Please note that interviews will potentially be conducted during the week of January 5, 2026;

• Home base: Residence in the North is prioritized; however, teleworking from the South is possible depending on operational needs. Please note that travel to the North may be required depending on departmental activities.

WORKING CONDITIONS

• Full-time assignment (35hrs/week), duration one year;

• Day shift;

• Salary according to the conditions of the MSSS and the qualifications of the candidate ($27.07/h to $36.14 /h).
