The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern

Quebec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory

located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and

the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following temporary one-year position:

MANAGEMENT AND DEPARTMENT: DIRECTION OUT OF REGION SERVICES, #42003-CHILD FIRST INITIATIVE

DESCRIPTION

Under the authority of the Coordinator of the Child First Initiative (CFI), the Administrative Technician plays a key

role within the team, providing administrative, financial, logistical, and operational support.

In a dynamic and evolving environment, the selected candidate actively contributes to the effective functioning

of administrative operations, the smoothness of processes, and the accessibility of services, while demonstrating

rigor, autonomy, and proactivity in carrying out their duties.

The selected candidate works in close collaboration with the CFI team, internal and external partners, as well as

families, to ensure an efficient and human-centered management of the services and products funded by the

program, both within Nunavik and outside the region.

Your responsibilities also include:

1- Finance and accountability

o Prepare, analyze, and process invoices (coding, approvals, compliance),

o Participate in the follow-up of requests and projects,

o Maintain and update tracking tools (table, logs, reports),

o Contribute to reporting with partners.

2- Logistics and administrative coordination

o Plan and coordinate meetings, events, or travel,

o Manage document filing and maintain record-keeping systems,

o Support the team in preparing reports, presentations and various internal activities,

o Provide administrative and technical support for transversal projects and files,

o Act as an administrative expert person for the team to support the application of current procedures, tools,

and practices.

3- Accessibility and service flow

o Actively contribute to making CFI services understandable, accessible, and culturally safe for children, families, and partners, while taking into account Nunavik’s cultural, linguistic, geographic, and historical realities,

o Contribute to improving the fluidity of services for families,

o Simplify administrative procedures to reduce the burden on families.

4- Procedures, continuous improvement and quality

o Develop, standardize, and update CFI administrative and financial procedures,

o Identify opportunities for improvement and propose innovative solutions,

o Participate in the implementation of management and quality-control practices,

o Document and improve guides, operational tools, and internal processes.

REQUIREMENTS

• Must hold a Diploma of College Studies (DCS) in General Administration, Accounting and Management Techniques, Office Technology, or another relevant college-level discipline from an institution recognized by the competent ministry, or a Diploma of College Studies (DCS) combined with a relevant undergraduate university certificate, or a relevant Attestation of College Studies (ACS) of 800 hours or more combined with relevant experience in the targeted field. Candidates holding a College Certificate in Administrative Techniques are also eligible.

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and training may be considered;

• Experience in administration, financial support, or administrative coordination involving budget monitoring (invoicing, tracking, procedures);

• Demonstrated ability to organize work effectively and manage multiple tasks;

• Excellent communication skills, both oral and written, in French and English. Knowledge of Inuktitut is an asset;

• Proficiency with the Microsoft Office suite (Word, Excel, Outlook, Teams).

CANDIDATE PROFILE

• Autonomous, detail-oriented, and proactive;

• Comfortable creating and documenting tools, guides, and procedures;

• Strong analytical skills to identify operational issues and bring them to the team’s attention;

• Demonstrated interest in developing administrative expertise in a northern, intercultural, and evolving context;

• Collaborative, and solution-oriented approach.

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.

ADDITIONAL INFORMATION

• Please note that interviews may potentially take place during the week of June 1, 2026.

• Work location: Remote assignment. Please note that travel to the North may be required depending on service activities.

WORKING CONDITIONS

• Temporary full-time assignment (35 hrs/week) for one year with possibility of extension;

• Day shift;

• Salary in accordance with MSSS conditions and candidate qualifications ($27.75/h to $37.04/h).

Northern benefits: Employees who settle in Nunavik can benefit from a variety of bonuses, including a retention

bonus, a remoteness bonus and a cost-of-living bonus. For those hired more than 50 km from Kuujjuaq, lowcost

housing is offered, along with reimbursement of moving and storage costs. In addition, annual personal trips

from Kuujjuaq to the hiring point and other benefits.
