The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following permanent position:

MANAGEMENT AND SERVICE:
ADMINISTRATIVE SERVICES DIRECTION, # 8310, ADMINISTRATIVE SERVICES
DESCRIPTION
Reporting to the Director of Administrative Services, the Assistant supports the management, coordination, and supervision of the administrative functions of the NRBHSS. The incumbent assists in the application of policies and the implementation of projects related to finance, logistics, and physical infrastructure. The Assistant acts as a key resource person for internal and external partners and ensures the optimization of administrative processes, while considering the northern and cultural realities of the Nunavik region.
Your responsibilities also include to:
• Assist the Director in planning, organizing, coordinating, and monitoring administrative activities;
• Participate in the development, implementation, and review of management policies, procedures, and tools;
• Participate in the management of calls for tenders, service contracts, and purchasing contracts;
• Ensure compliance with ministerial and regulatory requirements;
• Oversee the budget, financial operations, and procurement processes;
• Actively collaborate with regional partners and Nunavik health institutions.
REQUIREMENTS
• Hold a Chartered Professional Accountant (CPA) designation;
• Bachelor's degree in administration, public management, health services management, or any other relevant field;
• For candidates benefiting from the James Bay and Northern Quebec Agreement, a combination of experience and relevant training will be considered;
• Significant experience in a management role in sectors related to this position;
• Experience in the health or social services sector (an asset);
• Experience in financial management, payroll, accounting, purchasing, and logistics is desirable.
KEY COMPETENCIES:
• Inspiring leadership with strong strategic and operational management skills;
• Excellent proficiency in technological tools and information systems;
• Rigor, autonomy, political acumen, and strong analytical and decision-making abilities;
• Good understanding of Nunavik’s socio-cultural context and Inuit culture (an asset);
• Proficiency in at least two of the three languages used in the region: Inuktitut, English, or French.
ADDITIONAL INFORMATION
• Permanent, full-time position; Based in Kuujjuaq;
• Interviews will potentially take place during the week of August 4.
Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
WORKING CONDITIONS
• Full-time status
• Day shift;
• Salary according to MSSS guidelines for management staff: Class 39 – (48,67 $/h à 63,27 $/h).
