The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement (Chapter 15) and the Act respecting health services and social services, covers the entire territory north of the 55th parallel. Its mission is to adapt health and social services programs to the needs of the population and the realities of the region and to ensure the efficient organization of the resources made available to the Nunavik region.

The Nunavik Regional Board of Health and Social Services wishes to fill the following permanent part-time position:

DESCRIPTION

As a Complaints and Service Quality Commissioner, you exercise a regional role and collaborate with local commissioners in each Health and Social Services Center, where applicable. You intervene on your own initiative and actively participate in improving the quality of services offered to the community.

For this position, it is necessary to understand Inuit culture, values and traditions and to be fluent in Inuktitut and English or French.

Your responsibilities also include:

• Apply the regulations on the complaints examination procedure while respecting the rights of Nunavimmiut;

• If necessary, recommend to the board of directors any measures likely to improve the complaints handling process, including the revision of the procedure;

• Provide assistance or ensure that assistance is provided to the user who requires it to formulate his complaint or for any procedure relating to it;

• Play the role of conciliator/mediator;

• Contribute to the health and well-being of individuals, families and communities by improving the quality of services offered.

REQUIREMENTS

• For candidates benefiting from the James Bay and Northern Quebec Agreement, a combination of experience and relevant training may be considered;

• Bachelor's degree in a discipline relevant to the position. However, any other relevant training and experience may be considered;

• Knowledge of the health and social services network, particularly in the context of Nunavik;

• Have human skills such as: listening, communication, understanding needs;

• Ability to synthesize, write and find solutions;

• Respect for Inuit culture, values and traditions;

• Fluency in Inuktitut and one of the two other languages used in Nunavik (French or English).

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement will have priority.

ADDITIONAL INFORMATION

• Interviews will potentially be conducted during the week of October 27, 2025;

• Northbound work is prioritized; however, teleworking from the South is possible depending on operational needs. Please note that travel to the North may be required depending on departmental activities.

WORKING CONDITIONS

• Permanent part-time position 2 days/week;

• Day shift;

• Salary according to the rules issued by the MSSS for management staff:

(Class 39 - Between $88,880 and $115,544 annually based on recognized relevant experience).

Northern Benefits: Employees who relocate to Nunavik are eligible for various bonuses, including a retention bonus, a remote location bonus, and a cost-of-living bonus. For those hired more than 50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal outings from Kuujjuaq to the point of hire are included, along with other benefits.
