The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement (Chapter 15) and the Act respecting health services and social services, covers the entire territory north of the 55th parallel. Its mission is to adapt health and social services programs to the needs of the population and the realities of the region, and to ensure the efficient organization of resources available to the Nunavik region. 

The Regional Board wishes to fill the following position: 

Coordinator – Financial Resources

MANAGEMENT AND DEPARTMENT: ADMINISTRATIVE SERVICES DEPARTMENT 

DESCRIPTION 

Under the supervision of the assistant director of administrative services, you will oversee all accounting operations for the RRSSSN operating fund and various allocated funds. 

You will be responsible for managing various files covering the entire Nunavik Regional Health and Social Services Board (RRSSSN) and will act as a liaison between the RRSSSN, the Ministry of Health and Social Services (MSSS), and the health centrespl in Nunavik. 

You will prepare the Board's annual and quarterly budgets and review them with the directors. You will review the chart of accounts annually and adjust the chart of accounts to reflect the 

Board's organizational changes. You will monitor expenditures within authorized limits and make any necessary adjustments. 

Producing various analytical reports will also be part of your responsibilities. 

You will also be responsible for the accounting management of capital investments and the regional strategic plan, the complete payroll cycle and will oversee purchasing in compliance with applicable laws. 

You will be responsible for the management of human, material and financial resources for the services under your supervision according to the organizational plan. 

Your responsibilities also include: 

• Plan, coordinate and monitor financial and administrative activities; 

• Participate in the development and implementation of management policies and procedures; 

• Oversee the budget, financial operations, payroll and procurement; 

• Manage tenders, contracts and purchases; 

• Collaborate with regional partners and health facilities in Nunavik; 

• Prepare financial reports and accountability statements; 

• Participate in audits and respond to requests from the MSSS. 

REQUIREMENTS 

• Bachelor's degree in accounting or another discipline related to the position; 

• Be a member of the Quebec Order of Chartered Professional Accountants (CPA); 

• At least 5 years of experience in financial resource management; 

• At least 5 years of experience in the health and social services network – a major asset; 

• Nordic work experience – a major asset; 

• Bilingualism required in two (2) of the three (3) languages in use in Nunavik (English, Inuktitut, French); 

• Knowledge of Logibec and SBFR – an asset; 

• Inspiring leadership; 

• Good adaptability/priority management skills; 

• Good knowledge of the MS Office environment. 

ADDITIONAL INFORMATION 

• Please note that the interviews will potentially take place during the week of October 5 or  October 12, 2026; 

• Home base: A location in the North is preferred, however, teleworking from the South is possible.  

Please note that travel to the North may be required depending on departmental activities. 

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement will have priority. 

WORKING CONDITIONS 

• Permanent full-time position (35 hours); 

• Day shift; 

• Salary based on the rules issued by the MSSS for management staff (class 38 between $96 664 and $125 661 annually). 

Northern Benefits: Employees who relocate to Nunavik are eligible for various bonuses, including a retention bonus, a remoteness bonus, and a cost-of-living allowance. 

For those hired more than 50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal trips from Kuujjuaq to the point of hire are included, as well as other benefits.
