The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (Section 15) as well as the Act respecting Health Services and Social Services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following permanent position:

JOB DESCRIPTION

Under the authority of the director of administrative services, you assume the responsibility for the services of the Regional Board in terms of fixed assets, maintenance and replacement of equipment. You participate, at its management level, in the planning, direction, organization, control, management and evaluation of all activities related to fixed assets and their maintenance, and to equipment. You assume responsibility for the financial management of the budgets entrusted to you. You manage the human, material and financial resources of the services. You represent the Board with the institutions for the services for which you are responsible and for other mandates entrusted to you. You act as a leader with the network to promote effective and efficient management of real estate and technological assets.

Your responsibilities also include:

• Participate in the development of fixed asset and asset maintenance plans, present them to your director for approval and ensure their follow-up;

• Participate in the development of infrastructure projects for the health and social services sector in Nunavik;

• Follow up on recommendations relating to various government inspections (pressure vessels, elevators, electrical installations, etc.);

• Participate in the development, implementation and updating of an inventory system for movable and immovable property;

• Authorize projects for institutions by ensuring their compliance;

• Approve expenses related to various projects;

• Provide the people concerned with technical expertise for development, redevelopment and equipment acquisition projects and assess the costs;

• Ensure the implementation and monitoring of means guaranteeing the surveillance and protection of property and the safety of persons in the Regional Board, such as fire protection systems, security services, locksmith services.

REQUIREMENTS

• Bachelor’s degree in administration, public management, in engineering, architecture, or any other relevant field;

• For beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and education will be considered;

• Significant management experience in areas related to this position;

• Experience in the health or social services sector (an asset);

• Good overall knowledge of the construction industry and proven experience in project management;

• Strong leadership and proven ability in both strategic and operational management;

• Rigor, autonomy, sound judgment, political acumen, and strong analytical and decision-making skills;

• Good understanding of Nunavik’s sociocultural context and Inuit culture (an asset);

• Mastery of the MS Office suite and Active + network;

• Proficiency in at least two (2) of the three (3) languages used in the region: Inuktitut, English, or French.

ADDITIONAL INFORMATION

• Please note that interviews are expected to take place during the week of January 5, 2026;

• Work location: Position based in Kuujjuaq.

Priority will be given to beneficiaries of the James Bay and Northern Québec Agreement.

WORKING CONDITIONS 

• Full-time position; 

• Day shift; 

• Salary in accordance with MSSS conditions for management staff, Class 37 ($ 89 499 to $ 116 348 annually).
