The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following permanent position:

MANAGEMENT AND SERVICES:

DESCRIPTION

Reporting to the Executive Director, you will manage, support, and supervise the activities and resources under your direction. You will be responsible for human resources management and the strategic positioning of the department within the organization. You will also be responsible for rolling out regional services to support health and social services institutions in the Nunavik network.

As Director of Human Resources, you will be responsible for reviewing processes and policies, updating computerized HR management systems, implementing an employee recognition strategy, supporting and training managers in their management responsibilities, and ensuring fair management of work teams. At the regional level, you will be responsible for managing a wide range of human resources development initiatives and projects, including skills development, rolling out regional projects, and offering more attractive working conditions for Region 17. You will act as a partner to the Ministry of Health and Social Services on provincial issues, work in direct partnership with the Nunavik Health and Social Services Board, and represent human resources on various committees and consultation tables.

RESPONSIBILITIES:

• Exercise leadership in a context of transformation and continuous improvement in accordance with ministerial guidelines and expected results;

• Internally, you will be responsible for compensation and benefits, information systems, recruitment and hiring, labor relations, health and wellness, training, and organizational development;

• Identify human resources management priorities in accordance with the mission, vision, and values of the NRBHSS and the Regional Strategic Plan;

• Act as an advisor and support to management teams, with input from the Director or Assistant Director of human resources;

• Be responsible for managing and reviewing internal compensation systems;

• At the regional level, be responsible for promoting working conditions that attract and retain staff in the region and for developing regional skills programs specifically for Inuit employees;

• You must also promote harmonization of human resources management practices among institutions and act as a point of contact for the ministry on various human resources management issues;

• Supervise job classification and evaluation as well as competitive salary scales;

• Supervise all regional and internal training to promote the development of a larger regional skills pool;

• Play an active role in the regional development of attractive regional working conditions;

• Advise on the development of tools and programs to improve the advancement of health care personnel;

• Act as the NRBHSS's contact person with the relevant departments of the Ministry of Health and Social Services (MSSS) and Santé Québec, and as an expert advisor on the adaptation of ministerial guidelines in the Nunavik health and social services network with regard to human resources management;

• Oversee the development of strategies to promote good working conditions for Inuit employees in the Nunavik health and social services network and ensure a safe, fair, and quality-of-life-friendly work environment.

REQUIREMENTS

• Master's degree in business administration, human resources management, industrial relations, or a discipline relevant to the duties;

• Bachelor's degree in business administration, human resources management, industrial relations or a discipline relevant to the duties;

• A combination of education and relevant experience may be considered;

• Professional experience of 10 years would be desirable in a management position related to the department’s activities;

• Excellent understanding of the health and social services sector, its administration and its legal framework;

• Spoken and written skills in at least two (2) of the three (3) languages in use in the region (Inuktitut, English and French);

• Excellent interpersonal skills and proven capacity for teamwork in a dynamic and constantly evolving environment;

• Capacity to provide services of high quality and attentiveness to the needs of the personnel and the administration, in a professional organization composed of various professional categories;

• Capacity to grasp the issues and context of human-resources management in an Indigenous health and social services agency;

• Capacity to manage the planning and development of new initiatives and new programs as well as the maintenance and assurance of the quality of existing services and programs;

• Excellent communication skills ;

• Methodical, autonomous and flexible, with a capacity for performing several tasks simultaneously;

• Excellent capacity for critical thinking, synthesis, organization and decision making in the context of planning and problem solving;

• Proficiency in the Microsoft Office Suite (Word, Teams, Planner, Outlook, Excel);

• Availability for travel.

ADDITIONAL INFORMATION

• Interviews will be conducted in English during the week of September 15, 2025;

• Home base: position based in the North in Kuujjuaq.

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement will be given priority.

WORKING CONDITIONS

• Full-time permanent position, 35 hours/week;

• Day shift;

• Salary according to MSSS rules for supervisory staff, revised annually (class 43 – $108,683 to $141,289 per year).

Northern benefits: Employees who settle in Nunavik are eligible for various allowances, including a retention allowance, a remoteness allowance, and a cost-of-living allowance. For those hired more than 50 km from Kuujjuaq, low-cost housing is available, along with reimbursement of moving and storage expenses. In addition, annual personal trips from Kuujjuaq to the place of employment are included, as well as other benefits.
