The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

MANAGEMENT AND DEPARTMENT: EXECUTIVE DIRECTORATE, # 60004-QUAL EVAL PERF ETHIC
DESCRIPTION
Under the supervision of the quality, evaluation, performance and ethics coordinator, the financial management officer plays a key role in supporting accounting operations and budget monitoring related to the funding agreement between the NRBHSS and Indigenous Services Canada. The incumbent works closely with the Finance team and with various departments to ensure the rigour of processes by performing a range of reconciliation tasks, financial analyses, and administrative follow-ups.
Your responsibilities also include :
• Ensure the monitoring and compliance of the ISC agreement and its amendments;
• Develop and maintain financial monitoring tools (dashboards, planning templates);
• Inform program leads of their budgets and extract monthly financial data;
• Validate transactions and prepare ad hoc financial analyses;
• Manage fund transfers between programs and provide guidance on the use of funds;
• Train and support program leads in using financial tools;
• Maintain Excel files, SharePoint, and the dashboard access list up to date;
• Participate in reporting requirements and provide the necessary documents to auditors;
• Work closely with the ISC Liaison Officer and support special projects;
• Work in close collaboration with the APPR — ISC Agreement Liaison Officer within the QEPE team;
• Work closely with the Finance Department to ensure proper processing of amounts allocated to various programs;
• Support special projects or one-time tasks assigned by the Quality, Evaluation, Performance and Ethics Coordinator.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and training may be considered;
• Hold a bachelor's degree in business administration or another relevant university discipline;
• At least two (2) years of experience in similar functions;
• Northern experience is an asset;
• Good spoken and written knowledge of French and English. Knowledge of Inuktitut is an asset;
• Strong knowledge of the Microsoft Office suite, particularly Word and Excel;
• Demonstrate thoroughness and discretion;
• Knowledge of the Espresso (LGI) and SBFR accounting software is a significant asset;
• Customer service orientation and client-focused approach.
ADDITIONAL INFORMATION
• Please note that interviews will potentially be conducted during the week of January 12th, 2026;
• Home base: Teleworking. Please note that travel to the North may be required depending on training activities.

WORKING CONDITIONS
• Permanent full-time position, 35 hours per week;
• Day shift;
• Salary in accordance with MSSS conditions and candidate qualifications ($29.31/h to $48.62/h).
