The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement
(Chapter 15) and the Act respecting health services and social services, covers the entire territory north of the 55th parallel. Its mission is
to adapt health and social services programs to the needs of the population and the realities of the region, and to ensure the efficient
organization of resources available to the Nunavik region.
The Regional Authority is seeking to fill the following permanent position:

DESCRIPTION
Under the supervision of the Quality, Evaluation, Performance and Ethics Coordinator, the Financial
Management Officer plays a key role in supporting accounting operations and budget monitoring related to the
funding agreement between the NRBHSS and Indigenous Services Canada Agreement. They work closely with
the finance team and various departments to ensure the rigor of processes, performing various reconciliation,
financial analysis, and administrative tracking tasks ou administrative support tasks
Your responsibilities also include:
• Ensuring compliance with the Indigenous Services Canada Agreement and its amendments;
• Developing and maintaining financial monitoring tools (dashboards, planning templates);
• Informing program managers of their budgets and extracting monthly financial data;
• Validating transactions and prepare ad hoc financial analyses;
• Managing inter-program fund transfers and advise on fund utilization;
• Train and support program managers on financial tools;
• Maintain up-to-date Excel files, SharePoint, and dashboard access lists;
• Participate in accountability meetings and provide required documentation to auditors;
• Collaborate closely with the SAC liaison officer and support special projects;
• Work closely with the SAC Agreement Programming Officer/Liaison Officer on the QÉPÉ team;
• Work closely with the Finance Department to ensure the proper flow of funds from various programs;
• Support special projects or ad hoc tasks assigned by the Quality, Evaluation, Performance, and Ethics
Coordinator.
REQUIREMENTS
• For candidates eligible under the James Bay and Northern Quebec Agreement, a combination of relevant
experience and training may be considered;
• Bachelor's degree in Business Administration or another appropriate university discipline;
• At least two (2) years of experience in similar roles;
• Relevant accounting experience, including budget monitoring, transaction validation, and financial analysis,
ideally in a complex or multi-program organizational context;
• Experience working in Nunavik or a northern context, and knowledge of Inuit realities and culture, are
assets;
• Proficiency in Microsoft Office, particularly advanced Excel skills and financial tracking tools;
• Demonstrated rigor, discretion, and a strong sense of compliance;
• Ability to make financial information accessible and to support program managers in the use of financial
tools;
• Knowledge of Espresso (LGI) and SBFR accounting software is a significant asset;
• Strong interpersonal skills, teamwork, and ability to collaborate with diverse stakeholders;
• Excellent written and spoken communication skills in two of the three languages spoken in the region
(Inuktitut, English, French);
• Customer service and client-focused approach.
ADDITIONAL INFORMATION
• Please note that interviews will potentially be conducted during the week of July 8, 2026;
• Home base: This is a remote work position based in the South, with occasional travel depending on
operational needs.
Candidates covered by the James Bay and Northern Quebec Agreement will be given priority.
WORKING CONDITIONS
• Permanent full-time position, 35 hours per week;
• Day shift;
• Salary according to MSSS (Ministry of Health and Social Services) regulations and the candidate's
qualifications ($30.04/hour to $49.84/hour).
Northern Benefits: Employees relocating to Nunavik are eligible for various bonuses, including a retention bonus,
a remoteness bonus, and a cost-of-living allowance. For those hired more than 50 km from Kuujjuaq, low-cost
housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal
trips from Kuujjuaq to the work location are included, as well as other benefits.
