The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following temporary assignment:

MANAGEMENT AND DEPARTMENT: HUMAN RESOURCES DIRECTORATE, #70002-COMPETENCY DEV
DESCRIPTION
Under the authority of the Human Resources Development Coordinator, the successful candidate will participate in the development and implementation of the NRBHSS's human resources development plan. They will also contribute to activities related to the design of skills development services in the local service offering, as well as to the skills development policy project, ensuring that all services offered are adapted to the culture and social realities of Nunavik.
Your responsibilities also include :
• Ensure the development of the consultation services related to the Human Resources Development Plan (HRDP).
• Develop and support the implementation of advisory services associated with the HRDP, including:
o Defining the roles and responsibilities of personnel management officers in support of the HRDP;
o Designing and delivering training activities for personnel management officers within the Skills Development Service, as well as other HRDP-related initiatives.
• Contribute to the development of new tools aimed at improving the quality of HRDP-related consultation services (assessment tools, reference materials, webinars, video clips, etc.).
• Act as an advisor within the framework of the Skills Development Policy project.
• Collaborate on any other activities required to meet organizational needs.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and training may be considered.
• Hold a bachelor’s degree in Business Administration or another relevant university discipline.
• A minimum of five (5) years of experience in the field of Human Resources Development Plan (HRDP) management.
• Knowledge of and experience within the Health and Social Services network (an asset).
• Work experience in Nunavik (an asset).
• Excellent oral and written communication skills in at least two (2) of the three (3) languages used in Nunavik: English, Inuktitut, and French.
• Functional proficiency in Microsoft Office 365 (Word, Excel, PowerPoint, Teams, Outlook, SharePoint).
• Ability to adapt effectively in a constantly evolving environment, manage changing priorities, and adjust interventions in response to new challenges and organizational directions.
• Ability to positively influence stakeholders, formulate relevant recommendations, and support managers in decision-making, while fostering alignment with organizational orientations.
• Strong mobilizing leadership skills, with the ability to engage stakeholders around common objectives and foster a climate of collaboration and trust.
• Ability to analyze complex situations, identify key issues, propose practical solutions, and exercise sound judgment in accordance with established frameworks.
• Ability to work closely with multidisciplinary teams, share information, actively contribute to collective efforts, and support colleagues in achieving common objectives.

• Please note that interviews will potentially be conducted during the week of January 26.
• Home base: Teleworking.
Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.
WORKING CONDITIONS
• Temporary part-time assignment for an indefinite period.
• Day shift.
• Salary in accordance with MSSS conditions and candidate qualifications ($29.81/h to $51.09/h).
