The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement (Chapter 15) and the Act Respecting Health Services and Social Services, is responsible for the entire territory north of the 55th parallel. Its mission is to adapt health and social services programs to the needs of the population and the realities of the region, and to ensure the efficient organization of resources made available to the Nunavik region.

The Regional Board is seeking to fill the following full-time temporary assignment:

DEPARTMENT AND SERVICE: HUMAN RESOURCES DIRECTORATE, #700002 – SKILLS DEVELOPMENT

DESCRIPTION

Under the authority of the Skills Development Service Coordinator, the selected candidate is responsible for the analysis, planning, and evaluation of projects related to the development of regionally focused training programs for the three health and social services institutions in Nunavik. The incumbent coordinates meetings with NRBHSS partners and the two health centres, as well as with educational institutions and other service providers, to ensure that training programs meet identified needs. The position also involves coordinating a schedule for the delivery of regional training programs and activities. Based on training priorities identified by the various directorates, the incumbent contributes to the Human Resources Development Plan and to other activities related to the design of competency development services within the local service offering.

Responsibilities include:

• Collaborating in the definition of priorities within their sector of activity, in alignment with the mission, vision, and values of the NRBHSS, as well as the Regional Strategic Plan;

• Proactively contributing to skills development and the human resources management plan, acting as an engaged partner;

• Planning and ensuring the deployment of regional training projects;

• Negotiating and managing agreements with partners;

• Establishing a financial framework defining human and material resource requirements and coordinating funding requests related to training projects;

• Ensuring budget follow-up and accountability reporting;

• Planning and validating monitoring and evaluation measures with educational institutions;

• Participating in the development and advancement of work related to various training platforms (ENA, etc.), policy projects, and related initiatives;

• Contributing to, or assuming responsibility for, new projects led by the department and other duties related to the development and delivery of training programs;

• Collaborating on other required activities in accordance with NRBHSS requirements;

• Ensuring that all services offered are adapted to the culture and social realities of Nunavik;

• Additionally, the incumbent may occasionally participate in activities related to regional workforce planning or recruitment. 

REQUIREMENTS

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant education and experience may be considered;

• Bachelor’s degree in Business Administration or another appropriate university discipline;

• Minimum of two (2) years of experience in the training and skills development field;

• Excellent oral and written communication skills in at least two of the three languages used in Nunavik (Inuktitut, English, French);

• Experience within the health and social services network is an asset;

• Experience working in Nunavik, knowledge of Inuit culture and northern realities, or experience in an intercultural context are considered assets.

• Ability to work closely with multidisciplinary teams, share information, actively contribute to collective efforts, and support colleagues in achieving shared objectives;

• Functional knowledge of Microsoft Office applications (Word, PowerPoint, and Excel).

ADDITIONAL INFORMATION

• Please note that interviews may take place during the week of May 4, 2026;

• Work location: Establishment in the North is preferred; however, telework from the South may be considered based on operational needs. Travel to the North may be required depending on service activities.

Beneficiaries of the James Bay and Northern Quebec Agreement will be given priority.

WORKING CONDITIONS

• Status: Full-time temporary position for a duration of six (6) months, with the possibility of extension;

• Day shift;

• Salary according to MSSS (Ministry of Health and Social Services) working conditions and the candidate’s qualifications ($30.56/hour to $52.37/hour).

NORTHERN BENEFITS: Employees who establish residence in Nunavik may be eligible for various benefits, including a retention bonus, isolation allowance, and cost-of-living allowance. For employees hired more than 50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal trips from Kuujjuaq to the point of hire are included, as well as other benefits.
