The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following position:

MANAGEMENT AND DEPARTMENT: EXECUTIVE DIRECTORATE, # 60001, EXECUTIVE ADM

DESCRIPTION

Reporting to the Executive Directorate, the incumbent serves as a legal expert and strategic partner within the organization. The incumbent provides sound legal opinions on administrative, contractual, organizational, and ethical matters to support decision-making at the highest level. They are also responsible for ensuring legislative compliance and mitigating legal risks in the context of delivering health services within an Indigenous region.

Your responsibilities also include:

• Provide strategic legal advice to the Executive Directorate and the Board of Directors;

• Ensure the legal and regulatory compliance of the organization’s policies, agreements, and decisions;

• Draft, review, and negotiate various contracts and agreements (partnerships, services, collaborations, etc.);

• Advise on ethical, contractual, and administrative matters related to the organization’s activities;

• Provide guidance on issues related to the protection of personal information and access to information requests;

• Participate in the prevention and management of litigation, in collaboration with relevant partners;

• Conduct legal monitoring and recommend measures to prevent legal risks;

• Support management in implementing compliance and accountability mechanisms;

• Train and advise managers on their legal and contractual obligations;

• Represent the organization or act as a resource person with external and governmental bodies;

• Collaborate with internal teams in a spirit of cultural respect and partnership.

REQUIREMENTS

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and training may be considered;

• Must be a member in good standing of the Quebec Bar;

• Minimum of two (2) years of relevant experience, preferably in the health sector;

• Knowledge of administrative law, civil law, labour law, contract law, and public sector governance;

• Good understanding of organizational and community issues specific to institutions operating in northern or Indigenous regions;

• Excellent command of spoken and written French and English; knowledge of Inuktitut will be considered a strong asset;

• Excellent time, stress, and priority management skills;

• Proven ability to adapt to a changing environment.

• Strong analytical and legal writing skills;

• Ability to communicate legal information clearly and to work collaboratively with diverse stakeholders;

• Demonstrated discretion, thoroughness, and a strong sense of ethics.

ADDITIONAL INFORMATION

• Please note that interviews will potentially be conducted during the week of December 8th, 2025;

• Home base: Residence in the North is prioritized; however, teleworking from the South is possible depending on operational needs. Please note that travel to the North may be required depending on training activities.

WORKING CONDITIONS

• Permanent full-time position, 35 hours per week;

• Day shift;

• Salary in accordance with MSSS conditions and candidate qualifications ($36.85/h to $74.28/h).
