The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Quebec Agreement
(section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel.
Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient
organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following temporary assignment:
Planning, Programming, and Research Officer – Housing and living environments Posting 2026-006
DESCRIPTION
Under the authority of the senior advisor – Housing and living environments development, and reporting to the
assistant director of Planning and Programming, the incumbent will be responsible for coordinating and
supporting the development and implementation of a service pathway for living environments intended for all
types of clients, ensuring the quality, continuity, and cultural safety of the services provided.
Your responsibilities also include:
• Collaborate with directorates, client-focused programs, and partners to ensure coherence,
complementarity and continuity of the services offered to users;
• Support working committees focused on the quality of living environments and the development of the
service offering;
• Monitor the implementation of recommendations and action plans across all living environments;
• Ensure collaboration with all stakeholders involved, including regional, supra-regional and health centers
partners;
• Ensure rigorous application of the Nunavik regional housing action plan;
• Develop effective communication strategies with living environments;
• Provide oversight by supporting organizations to ensure the quality of services offered to residents;
• Carry out specific mandates and act as a resource person for facility teams and the NRBHSS to improve
service continuity;
• Contribute to the development, problem-solving and optimization of housing solutions, taking into
account regional specificities and the northern context;
• Contribute to the development and maintenance of service corridors with southern partners to ensure
accessibility, fluidity and service quality for users placed outside the region;
• Support, coordinate and facilitate regional orientation committees responsible for assessing the
orientation of users toward housing services;
• Perform any other related duties assigned by the immediate supervisor.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of
relevant experience and training may be considered;
• Hold a bachelor’s degree in an appropriate discipline such as human sciences, health, or social sciences;
• Have a minimum of two (2) years of relevant experience in a role related to the development or quality of
living environments or housing services for all types of clients, or in roles related to the fluidity of care
pathways;
• Demonstrated interpersonal skills, teamwork abilities and the capacity to collaborate with various
stakeholders;
• Demonstrate dynamism, autonomy, flexibility, rigor and a strong sense of responsibility;
• Excellent oral and written proficiency in two of the three languages used in the region (Inuktitut, English,
French).
ADDITIONAL INFORMATION
• Please note that interviews will potentially be conducted during the week of February 9, 2026;
• Work location : Telework. Please note that travel to the North may be required depending on training
activities.

WORKING CONDITIONS
• Temporary full-time assignment, 35 hours/week;
• Day shift;
• Salary in accordance with MSSS conditions and candidate qualifications ($30.27/h to $53.64/h).
