The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Quebec Agreement
(section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel.
Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient
organization of the resources made available to the Nunavik region.

DEPARTMENT AND SERVICE: PUBLIC HEALTH DEPARTMENT, SERVICE # 40002-PUBLIC HEALTH OPERATION
DESCRIPTION
Reporting to the Assistant Director of Public Health, the Planning, Programming and Research Officer contributes to
strengthening the Public Health Department’s preparedness, coordination, and response capacity in the face of public health
threats and other situations requiring exceptional coordination.
The successful candidate will lead the development of crisis management tools and mechanisms, support the finalization
and operationalization of the Resource Mobilization Plan in the event of a health threat, and contribute to the organizational
preparedness activities of the Public Health Department.
Your responsibilities also include:
Resource Mobilization Plan
• Finalize and operationalize the Resource Mobilization Plan in the event of a health threat;
• Validate roles, responsibilities, and mobilization mechanisms with the relevant partners;
• Contribute to the development of the tools needed for the rapid mobilization of resources;
• Ensure alignment with the other plans under development.
Crisis Management Framework
• Develop and implement an interim crisis management framework for the Public Health Department;
• Define the activation, coordination, and decision-making mechanisms in crisis situations;
• Develop the main crisis management tools (SitRep, crisis log, decision register, checklists);
• Support the establishment and operationalization of the crisis management team.
Other responsibilities
• Organize and facilitate simulation and validation exercises;
• Ensure the consistency of the work with the other emergency management and civil security mechanisms;
• Contribute to the development of tools adapted to the realities of Nunavik;
• Support the continuous improvement of the Public Health Department’s preparedness and response capacities.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of
relevant experience and training may be considered;
• Must hold a bachelor’s degree in an appropriate university discipline such as administrative sciences, humanities, or
social sciences;
• Experience in emergency preparedness, civil security, emergency measures management, crisis management, public
health, or a related field;
• Experience coordinating projects involving multiple partners;
• Work experience with northern and/or Indigenous communities (an asset);
• Excellent command of at least two of the three languages used in Nunavik (French, English, Inuktitut) and good
knowledge of the Office suite.
SKILLS AND DESIRED PROFILE
• Excellent analytical, writing, organizational, and communication skills;
• Autonomy, initiative, and the ability to work in a multidisciplinary environment.
• Good understanding of the sociocultural context of Nunavik and of Inuit culture;
• Demonstrated ability to carry out duties from a perspective of cultural safety;
• Very good command of Microsoft Office tools (Excel, Word, PowerPoint), MS Teams, SharePoint, and project
management platforms.
ADDITIONAL INFORMATION
• Home base: Kuujjuaq (Nunavik). Although the position is primarily based in Kuujjuaq, remote work may be considered
depending on the candidate’s profile and the service’s needs. Travel to Nunavik will remain required based on
operational needs;
• Please note that interviews will potentially be conducted during the weeks of September 7 or September 14, 2026.
Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.
WORKING CONDITIONS
• Temporary full-time assignment, 35 hours per week, of one year with the possibility of extension (maternity leave
replacement);
• Day shift;
• Salary according to MSSS conditions and the candidate’s qualifications ($31.03/h to $54.98/h).
