Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement

(Chapter 15) and the Act Respecting Health Services and Social Services, serves the entire territory north of the 55th parallel. Its mission is

to adapt health and social services programs to the needs of the population and the realities of the region, while ensuring the effective

organization of the resources available to Nunavik.

The Regional Board wishes to fill the following permanent position:

DEPARTMENT AND SERVICE: PUBLIC HEALTH DEPARTMENT – SERVICE #40004-ENVIRONMENTAL HEALTH

DESCRIPTION

Under the supervision of the Coordinator of Occupational Health and Environmental Health, the Planning,

Programming and Research Officer (PPRO) plays a key role in the development and implementation of environmental

health initiatives. You will contribute to maintaining regional expertise in the areas of environmental health

surveillance, prevention, promotion, and protection.

Working in collaboration with numerous partners, you will participate in identifying environmental issues that impact

the health of Nunavimmiut and contribute to developing solutions adapted to the northern context. You will also

represent the Public Health Department on various committees and build collaborative relationships with

stakeholders from the health network, as well as the municipal, education, housing, and community development

sectors.

environments for Nunavik communities.

Responsibilities also include:

• Advising and supporting regional partners on issues related to environmental health services, including climate

change and sustainable development;

• Contributing to the planning, implementation, and monitoring of regional actions related to environmental health

issues, including climate change and sustainable development;

• Coordinating and supporting environmental health projects, programs, and strategic committees;

• Developing partnerships and representing the Public Health Department before regional and provincial authorities

and organizations.

REQUIREMENTS

• Bachelor’s degree in an appropriate field of study such as administration, human sciences, or social sciences;

• For candidates who are beneficiaries under the James Bay and Northern Quebec Agreement, an equivalent

combination of relevant education and experience may be considered;

• A master's degree in environmental health, public health, or another relevant field from a recognized university

is considered an asset;

• Minimum of three (3) years of experience in the field of environmental health;

• Experience in Nunavik and knowledge of Inuit culture, or experience in an intercultural or Indigenous context, will

be considered assets.

COMPETENCIES

• Excellent analytical, planning, and project management skills;

• Strong partnership-building and stakeholder engagement abilities;

• Excellent written and spoken proficiency in two (2) of the three (3) languages used in Nunavik (French, English, and

Inuktitut);

• Autonomy, initiative, and a strong sense of responsibility;

• Sensitivity to northern, intercultural, and community realities.

ADDITIONAL INFORMATION

• Please note that interviews may be conducted during the week of August 10, 2026;

• Work location: Remote work, with occasional travel to Nunavik communities.

Candidates who are beneficiaries under the James Bay and Northern Quebec Agreement will be given priority.

WORKING CONDITIONS

• Permanent full-time position, 35 hours per week;

• Day shift, Monday to Friday schedule;

• Salary according to MSSS conditions and the candidate’s qualifications ($31.03/hour to $54.98/hour).

Northern Benefits: Employees who relocate to or reside in Nunavik may be eligible for various premiums, including an

attraction and retention bonus, an isolation allowance, and a food transportation allowance. For individuals hired

from more than 50 km outside Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and

storage expenses. In addition, annual personal trips between Kuujjuaq and the point of hire are included, along with

other benefits.
