Planning, programming and Research Officer - NRBHSS
The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement
(section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel.
Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient
organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following temporary assignment:
Planning, programming and research officer
Surveillance, planning and research Posting 2025-009
Reporting to the Director of Public Health and under the supervision of the Surveillance and Planning
Coordinator, the role of the Officer will be to lead the development and writing of the Nunavik Regional Public
Health Surveillance Plan, ensuring that it is consistent with the surveillance strategy and objectives of the
organization.
In addition, the officer will coordinate and facilitate the various activities required to develop the surveillance
plan. This person will also work closely with other public health teams and external stakeholders to ensure that
the plan reflects Nunavik's public health priorities and operational context.
Your responsibilities also include to:
• Produce portraits of population health and its determinants;
• Contribute to the dissemination of surveillance products, ensuring that they comply with the plan's
dissemination strategy;
• Evaluate and monitor the effectiveness and relevance of the surveillance plan, recommending updates or
adjustments where necessary;
• In collaboration with other monitoring analysts, carry out analyses and respond to requests for data or
information, ensuring that results meet stakeholder needs;
• Work collaboratively with other monitoring analysts to support common team objectives, including crossfunctional monitoring tasks;
• Provide technical expertise and insights to inform ongoing surveillance activities and public health
interventions;
• Perform other related duties as assigned by direct supervisor.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of
relevant experience and education may be considered;
• Must have a bachelor's degree in an appropriate academic discipline such as business administration,
humanities or social sciences;
• Must have experience of the content and aims of a public health surveillance plan;
• Graduate training in epidemiology or biostatistics (an asset);
• Master's degree in public health with a major in epidemiological surveillance (an asset);
• Knowledge and experience of various provincial, federal and Inuit socio-health databases;
• Good knowledge of socio-health surveys conducted in Nunavik;
• Experience in quantitative analysis;
• Knowledge of epidemiology or statistics and quantitative/qualitative methods (an asset);
• Proficiency in prospective studies and trend analysis;
• Proficiency in SPSS and Stata software;
• Knowledge of Nunavik and Inuit culture (an asset);
• Excellent knowledge of two of the three languages used in the region: inuktitut, english or french;
• Knowledge of the Office 365 suite (an asset);
• Coordination and facilitation skills;
• Ability to maintain links with local, provincial and national partners;
• Rigor, ability to analyze and synthesize;
• Written, oral and interpersonal communication skills.
WORKING CONDITIONS
• Temporary full-time assignment (35hr/week) for 2 years with possibility of extension;
• Telecommuting position with occasional travel to Nunavik;
• Salary based on MSSS rules and experience ($29.50/hr to $52.28/hr).
