The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement
(section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel.
Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient
organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following two temporary assignments:
Planning, Programming and Research Officer Coordination of non-insured Health Services in the Region Posting 2026-012
PROGRAM DESCRIPTION
Under the authority of the coordinator of the Nunavik non-insured Health Services Program, the planning and
programming officer will play a key role in ensuring access to services for beneficiaries of the James Bay and
Northern Québec Agreement (JBNQA) by overseeing the management of the NIHB program. In addition, the
program ensures access to non-insured services as stipulated in the JBNQA. The Officer will be responsible for
managing the NIHB program in accordance with the standards applicable within Nunavik health and social
services institutions, as well as providing support to beneficiaries in the region. Their main mandate will be to
ensure the logistics and coordination of non-insured health services (optometry, orthodontics, denturism)
offered in the region by designated providers whose activities are governed by regional contracts.
More specifically, responsibilities will include:
• Verifying beneficiaries’ eligibility for the NIHB program;
• In collaboration with the health centres, planning and organizing provider visits and booking transportation
and accommodation for professionals;
• Promoting the services to eligible beneficiaries;
• In collaboration with the health centres, identifying areas for improvement, issues, and needs related to
service delivery;
• Participating in the negotiation of agreements with suppliers (medical equipment, specialists, medications);
• Being present on site to ensure the smooth running of visits, in collaboration with service providers;
• Handling the billing process following each visit, in collaboration with the rest of the NIHB–Nunavik team;
• Supporting the implementation of new services;
• Contributing to tasks related to authorization requests and the billing process for all services offered;
• Contributing to development and continuous improvement projects;
• Contributing to activities that promote and raise awareness of the program;
• Supporting the coordinator in any other related duties.
REQUIREMENTS
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of
relevant experience and training may be considered;
• Hold a bachelor’s degree in an appropriate university discipline such as administrative sciences, human
sciences, or social sciences;
• Experience in project management, coordination, program management, or logistics;
• Experience in a northern environment, particularly in Nunavik, is a major asset;
• Experience in the health and social services sector is an asset;
• Demonstrated ability to manage diverse and complex mandates requiring diplomacy, innovation, and
dynamism;
• Ability to speak and write in at least two of the three languages used in Nunavik (English, Inuktitut, French);
• Proactivity, autonomy, rigor, excellent organizational skills, and strong sense of responsibility;
• Strong adaptability and teamwork skills;
• Excellent customer service.
ADDITIONAL INFORMATION
• Please note that interviews will potentially be conducted during the week of February 23, 2026;
• Work location: Telework. Please note that travel to the North may be required depending on training
activities.
Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
WORKING CONDITIONS
• Two temporary full-time assignments of 2-year contract with the possibility of renewal;
• Day work shift;
• 35 hours/week;
• Salary in accordance with MSSS conditions and candidate qualifications ($30.27/h to $53.64/h).
