The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement

(Section 15) as well as the Act Respecting Health Services and Social Services, covers the entire territory north of the 55th parallel.

Its mission is to adapt health and social services programs to the needs of the population and the realities of the region, and to ensure the

efficient organization of resources made available to Nunavik.

The Regional Board is seeking to fill the following temporary assignment:

DIRECTORATE AND SERVICE: PUBLIC HEALTH DIRECTORATE – SERVICE NO. 40009 SURVEILLANCE AND PLANNING

DESCRIPTION

As part of this temporary assignment, the incumbent will report to the Coordinator of Public Health Surveillance

and Planning, as well as to the Health Survey Strategy Lead. The Health Survey Project Manager plays a central

role in planning, organizing, and coordinating the implementation of regional health surveys. This individual plans

program activities and financial resources and coordinates the organization and delivery of Survey Team

activities, ensuring consistency, complementarity, and efficiency.

They work closely with the strategic leadership team, other survey leads across Inuit Nunangat, as well as with

the Nunavik Health Survey Committee, federal, territorial, and provincial stakeholders, and regional and local

partners. The Project Manager also acts as a key contributor to project execution by ensuring efficient workflows,

responsible use of resources, and alignment with program objectives and timelines.

Your responsibilities also include:

• Lead the development and implementation of annual work plans, timelines, and survey program implementation strategies;

• Monitor progress using appropriate project management tools, ensuring adherence to timelines, deliverables, and dependencies;

• Ensure fair and effective distribution of tasks and responsibilities among team members;

• Coordinate meetings, prepare agendas, maintain tracking tools, and follow up on action items;

• Plan and manage financial resources related to survey activities;

• Ensure compliance with internal and external reporting requirements;

• Identify and recommend operational and budgetary needs to support program decision-making;

• Support the preparation of field operations, including logistics, staffing, documentation, and coordination with subcontracted service providers;

• Assist in planning the implementation of key survey components: questionnaire development, data collection, data workflows, data analysis, communication strategy, and dissemination;

• Participate in regional and national survey governance structures as needed;

• Liaise with survey leads across Inuit Nunangat and maintain coordination with national partners through Inuit

Tapiriit Kanatami (ITK) committees;

• Ensure consistency of messaging and alignment of communications and partnerships with survey objectives;

• Maintain structured documentation of project decisions, timelines, processes, and methodological developments;

• Contribute to the production of internal updates, briefings, and summary reports for management, partners, and funders;

• Support monitoring, evaluation, and continuous improvement activities related to surveys.

REQUIREMENTS

• Bachelor’s degree in a relevant field such as administration, humanities, or social sciences;

• At least four (4) years of experience in a similar role is considered a strong asset;

• For beneficiaries of the James Bay and Northern Quebec Agreement, an equivalent combination of education and experience may be considered;

• Project Management Professional (PMP) certification or equivalent is considered an asset;

• Experience in health surveys, data collection projects, or public health programs is considered an asset;

• Familiarity with survey processes, research ethics, or data workflows is an asset;

• Strong administrative rigor in managing information, documentation, follow-ups, and operational processes;

• Demonstrated cultural safety and humility, with the ability to adapt interactions to the realities of Nunavimmiut clients;

• Ability to manage complex situations and navigate ambiguity;

• Effective communication skills suited to strategic issues and complex environments;

• Strong proficiency in Microsoft Office tools (Excel, Word, PowerPoint), MS Teams, SharePoint, and project management platforms;

• Availability for occasional travel to Nunavik and elsewhere in Canada;

• Ability to read and write in two of the three languages used in Nunavik (Inuktitut, English, or French);

• Understanding of the sociocultural context of Nunavik and Inuit culture is an asset.

ADDITIONAL INFORMATION

• Please note that interviews may be conducted during the weeks of June 1 and June 8, 2026;

• Work location: Relocation to the North (Kuujjuaq) is preferred; however, remote work from the South may be considered depending on operational needs. Travel to the North may be required depending on service activities.

Beneficiaries of the James Bay and Northern Quebec Agreement will be given priority.

WORKING CONDITIONS

• Status: Full-time temporary assignment for a duration of two years;

• Work schedule: 35 hours/week;

• Shift: Day;

• Salary according to MSSS conditions and candidate qualifications ($31.03/h to $54.98/h).

Northern benefits: Employees relocating to Nunavik may benefit from various allowances, including retention, isolation, and cost-of-living premiums. For those hired more than 50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal trips between Kuujjuaq and the point of hire are included, along with other benefits.
