Planning, Programming and Research Officer Public Health Officer (PHO) Advisor - NRBHSS

The Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement (Chapter 15) and the Act Respecting Health Services and Social Services, covers the entire territory north of the 55th parallel. 

Its mission is to adapt health and social service programs to the needs of the population and the realities of the region, while ensuring the effective organization of the resources available to Nunavik. 

The Regional Board wishes to fill the following temporary assignment:

DEPARTMENT AND SERVICE: PUBLIC HEALTH DEPARTMENT, #40008 – INFECTIOUS DISEASE PREVENTION AND CONTROL 

DESCRIPTION 

Under the supervision of the Infectious Disease Coordinator and in close collaboration with the Kanniq Team Lead and other team members, the PHO Advisor contributes to the strengthening and sustainability of the Public Health Officer (PHO) program in Nunavik. 

The Advisor supports the planning, implementation, and follow-up of strategies that help PHOs strengthen their skills, develop professionally, and stay engaged in their work. PHOs work under the management of the two regional Health Centers. 

The PHO Advisor also helps organize regional events, such as the PHO Professional Development meeting, as well as other learning and collaboration activities. 

The Advisor supports the Team Lead in organizing and facilitating regional committees and other collaborative activities, including the Tuberculosis Regional Committee with the mayors. These activities support Inuit leadership and participation in public health. 

Your responsibilities will also include: 

• Contribute to the design, planning, and implementation of activities and tools that support PHO skills development; 

• Support the follow-up of training and peer-support activities; 

• Help create opportunities for PHOs to share knowledge, experiences, and best practices; 

• Support the planning and organization of the PHO Professional Development Meeting and other regional learning and coordination activities; 

• Assist in preparing agendas, facilitation tools, and other materials for these activities; 

• Assist the Team Lead in organizing and documenting meetings of the PHO Committee, the Tuberculosis Regional Committee with the mayors, and other collaborative committees; 

• Support communication, follow-up, and reporting with PHOs and partners; 

• Contribute to activities that support and strengthen Inuit leadership in public health; 

• Maintain regular communication with PHOs, community partners, and NRBHSS teams; 

• Support knowledge sharing and documentation of lessons learned; 

• Contribute to the development of practical tools and communication materials. 

REQUIREMENTS 

• Assignment reserved for Inuit beneficiaries of the James Bay and Northern Quebec Agreement; 

• Proficiency in Inuktitut and English (French is an asset); 

• Experience in public health is considered a strong asset; 

• Experience in program coordination, community engagement, or capacity building; 

• Experience in the health or social services sector;  

• Strong organizational and facilitation skills; 

• Ability to work collaboratively in a multidisciplinary team; 

• Good leadership skills. 

ADDITIONAL INFORMATION 

• Please note that interviews may take place during the week of October 5 or October 12, 2026; 

• Work location: Assignment primarily based in the North. 

Teleworking is possible for positions located in Nunavik communities, except in Kuujjuaq, where the successful candidate will be required to work from the office. 

Residence in the North is preferred; however, teleworking from the South may be considered. 

Please note that travel to Nunavik communities will be required. 

WORKING CONDITIONS 

• Part-time temporary assignment with possibility of full-time assignment depending on the availability of the candidate; 

• Monday to Friday schedule; 

• Day shift; 

• Salary according to MSSS conditions and the candidate's qualifications ($31.03/hour to $54.98/hour). 

Northern Benefits: Employees residing in or relocating to Nunavik may be eligible for various premiums, including a recruitment and retention premium, an isolation premium, and a food transportation allowance. 

For employees hired from locations more than 50 km from Kuujjuaq, low-cost housing is provided, along with reimbursement of moving and storage expenses. In addition, annual personal trips between Kuujjuaq and the employee's place of recruitment, as well as other benefits.
