The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following temporary assignment:

Planning, Programming, and Research Officer-Request Processing Officer Child First Initiative (CFI) Posting 2025-047 

DESCRIPTION

Under the authority of the Child First Initiative (CFI) Coordinator, the Planning, Programming and Request Processing Officer plays a central role in processing funding requests and improving access to services for children who are beneficiaries of the James Bay and Northern Quebec Agreement, whether they live in Nunavik or outside the territory. The CFI, established by the federal government, aims to meet the specific needs of Inuit children in health, social services, and education. It provides funding for services that are unavailable within a reasonable timeframe or do not exist. This person will support families in their efforts and collaborate with the CFI team to support services development, identify needs, and mobilize available resources.

More specifically, you will be required to:

• Review, assess, and process funding requests submitted to the CFI;

• Verify applicant eligibility and compliance with criteria established by Indigenous Services Canada (ISC);

• Follow up on requests and ensure complete and up-to-date documentation;

• Provide guidance and support to families and organizations, according to identified needs;

• Refer to existing programs and services (within and outside Nunavik);

• Answer calls and emails related to information requests;

• Identify and develop strategic collaboration opportunities with partners in health, education, and social services;

• Participate in the facilitation and coordination of CFI -related committees and working groups;

• Contribute to the development and updating of CFI implementation tools;

• Actively participate in improving the accessibility of CFI services;

• Ensure that CFI services are culturally appropriate.

EDUCATION:

• Bachelor's degree in a field related to health, social sciences, or education;

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and education may be considered.

EXPERIENCES

• Significant experience in the health, education, social services, and/or community sectors, particularly in supporting children and families;

• Experience in Nunavik, knowledge of Inuit culture and northern realities, or experience in an intercultural context are assets;

• Experience in content creation and communication tools are assets.

REQUIREMENTS

• Client service excellence approach;

• Strong communication, interpersonal, and group facilitation skills;

• Ability to work in an interdisciplinary team and collaborate with various partners;

• Dynamism, autonomy, sense of responsibility;

• Good judgment, organizational and planning skills;

• Versatility, adaptability, and ease in complex and changing contexts;

• Ability to analyze documents (evaluations, professional letters, etc.) and collaborate with various players in the network (CLSC, schools, local organizations), with a good understanding of the ecosystem of services offered to children and families;

• Knowledge of the issues and context surrounding youth and family development in Nunavik is an asset;

• Proficiency in the Microsoft Office Suite (Word, Teams, Planner, Outlook, Excel), email software, databases, and the Internet;

• Excellent reading and writing skills in French and English; knowledge of Inuktitut is an asset.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

WORKING CONDITIONS

• Temporary full-time assignment (35hr/week) for one year with possibility of extension;

• Teleworking with occasional travel throughout the Nunavik region;

• Day shift;

• Salary according to the conditions of the MSSS and the qualifications of the candidate (30.27 $/h to 53.64$/h).
