Nunavik Regional Board of Health and Social Services (NRBHSS), established under the James Bay and Northern Quebec Agreement

(Chapter 15) and the Act Respecting Health Services and Social Services, serves the entire territory north of the 55th parallel. Its mission is

to adapt health and social services programs to the needs of the population and the realities of the region, while ensuring the effective

organization of the resources available to Nunavik.

The Regional Board wishes to fill the following temporary assignment:

DESCRIPTION

Under the authority of the Coordinator of Social Affairs and Traditional Wellness, the incumbent, as a Planning,

Programming and Research Officer (PPRO) – Substance Use and Addictions Component, plays a key role in the

development, coordination, and improvement of addiction services in Nunavik.

Working closely with health centres, communities, regional partners, and clinical and community teams, the

incumbent supports the implementation of evidence-based, culturally safe approaches and services adapted to

community realities. The incumbent also contributes to the planning and monitoring of regional initiatives to

ensure a coherent, integrated service offering aligned with regional, provincial, and national directions.

Responsibilities also include:

• Contributing to the development, implementation, continuous improvement, and evaluation of a

comprehensive addiction service offering that is adapted to the realities of Nunavik and culturally safe

for youth and adult populations;

• Collaborating in the identification of needs, gaps, and priorities related to addiction services to support

the development of accessible, integrated, and high-quality services;

• Participating in the development, implementation, and updating of the continuum of addiction

services and care pathways, including telehealth initiatives;

• Adapting, developing, and supporting the implementation of clinical tools, best practices, and

intervention programs based on evidence-informed approaches, harm reduction principles, and

cultural safety practices;

• Providing clinical and organizational support to partners involved in the addiction services continuum,

including Isuarsivik and health centre teams;

• Participating in the drafting, revision, and updating of policies, procedures, frameworks, and other

documents governing addiction services;

• Coordinating, developing, and ensuring the continuous improvement of addiction-related training

activities for practitioners and partners across the region, including the Understanding, Supporting and

Caring (SU&A) program;

• Acting as the regional lead for addiction-training matters with the MSSS, Santé Québec, the Institut

universitaire sur les dépendances (IUD), and other relevant provincial partners;

• Working closely with public health teams on the development of prevention, health promotion, and harm reduction initiatives related to substance use;

• Planning, coordinating, and supporting regional consultation, knowledge transfer, and practice improvement activities, such as the Ungammuatuq Community Conferences;

• Collaborating on other initiatives within the Substance Use and Addictions team and contributing to cross-functional projects as required.

REQUIREMENTS

• Bachelor’s degree in an appropriate field of study, such as human sciences, health sciences, or social sciences;

• Two (2) years of experience in addictions or a related field.

For candidates who are beneficiaries under the James Bay and Northern Quebec Agreement, an equivalent combination of education and relevant experience may be considered.

COMPETENCIES

• Ability to analyze and synthesize information, prepare and present reports and situational analyses, and formulate recommendations or concrete action plans;

• Demonstrated openness, respect, and a non-judgmental attitude toward people who use substances, along with a strong interest in harm reduction approaches;

• Excellent interpersonal, consultation, and collaborative working skills, with the ability to mobilize various stakeholders and partners around common objectives;

• Demonstrated cultural safety and humility in interactions with Nunavimmiut communities and realities;

• Initiative, autonomy, flexibility, diligence, and a strong sense of responsibility;

• Excellent oral and written proficiency in two of the three languages used in the region (Inuktitut, English, and French);

• Project management experience is considered an asset.

ADDITIONAL INFORMATION

• Please note that interviews may be conducted during the week of August 3, 2026;

• Work location: Relocation to the North (Kuujjuaq) is preferred; however, remote work from the South with occasional travel may be possible depending on operational needs;

• Applications from other communities are welcome, with an opportunity to relocate to Kuujjuaq.

Candidates who are beneficiaries under the James Bay and Northern Quebec Agreement will be given priority.

WORKING CONDITIONS

• Full-time temporary assignment of more than one year (maternity leave replacement), 35 hours per week, with the possibility of extension;

• Day shift;

• Salary according to MSSS conditions and the candidate's qualifications ($31.03/hour to $54.98/hour).

Northern Benefits: Employees who relocate to Nunavik may be eligible for various premiums, including a

retention bonus, an isolation allowance, and a cost-of-living allowance.

For individuals hired from more than 50 km outside Kuujjuaq, low-cost housing is provided, along with

reimbursement of moving and storage expenses. In addition, annual personal trips from Kuujjuaq to the point of

recruitment are included, along with other benefits.
