The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

DESCRIPTION

Reporting to the Assistant Director - Clinical Planning and Programming, the Planning, Programming and Research Officer is responsible for coordinating and supporting work related to the adaptation of the Nuka model for the Nunavik territory.

The incumbent acts as a change agent, supporting clinical teams, managers and regional partners in the adaptation and integration of a care model centered on relationships, community and culture. The incumbent actively participates in strategic planning, tool development, data analysis and project management associated with the implementation of the model.

More specifically, you will be required to:

• Coordinate planning for the adaptation and implementation of the Nuka model in Nunavik's healthcare facilities and services;

• Collaborate with stakeholders (clinical teams, managers, partner organizations, communities) to ensure adaptation that respects the region's cultural, linguistic and social realities;

• Develop work plans, propose implementation strategies, monitor performance indicators and ensure accountability;

• Support the creation and implementation of clinical processes, work tools and governance mechanisms;

• Participate in the collection, analysis and interpretation of data to inform decision-making and continuous improvement;

• Contribute to the drafting of reports, opinions, recommendations and presentations for various regional and national committees;

• Maintain a strategic watch on best practices and approaches to transforming services in an Aboriginal context;

• Foster a climate of collaboration, innovation and mutual respect within teams and with partners.

EDUCATION

• Bachelor's degree in a relevant discipline: business administration, social work, project management or another related field;

• Graduate training (certificate, DESS or master's degree) is an asset;

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and education may be considered.

EXPERIENCES

• Minimum of three (3) years' relevant experience in planning, project coordination or analysis functions in the health or social services sector;

• Demonstrated experience in project management, change management or service transformation;

• Experience working in a northern, aboriginal or cross-cultural context is a major asset.

REQUIREMENTS

• Knowledge of best practices in project management;

• Demonstrates leadership recognized by peers;

• Knowledge of health and social services issues in northern and aboriginal environments;

• Demonstrated interdisciplinary and intercultural communication skills;

• Ability to work in a team and collaborate with various partners;

• Dynamism, autonomy, sense of responsibility;

• Good judgment, organizational and planning skills;

• Excellent analytical, synthesis, writing and popularization skills;

• Proficiency in standard IT tools (Office Suite, project management software, collaborative platforms);

• Bilingualism French-English required; knowledge of Inuktitut an asset;

• Willingness to travel regularly to Nunavik.

WORKING CONDITIONS

• Temporary full-time assignment (35hr/week) for one year with possibility of extension;

• Teleworking with occasional travel throughout the Nunavik region;

• Salary according to the conditions of the MSSS and the qualifications of the candidate (30.27 $/h to 53.64$/h).
