Men’s Shelter PROJECT MANAGER
Reseau Qajaq Network will open a Men’s Shelter in Kuujjuaq in the Spring of 2026. The future building is currently under construction and will be delivered sometime this winter.
Description of tasks
We are looking for someone to be the project manager of the Men’s Shelter, which means someone that can support the whole development of the project so the shelter is ready to open after construction. When the shelter opens, that person will ideally become the manager of the shelter. The responsibilities of that person are the following:
Construction
- Be a significant contact person in the construction process and coordinate all stakeholders when necessary;
- Order furniture and supplies for the building and operations;
Development of the services
- With the collaboration of Nunavik Regional Board of Health and Social Services (NRBHSS):
- Develop the mission, vision, values of the Men’s Shelter;
- Determine the admission and exclusion criteria of the Men’s Shelter;
- Determine the rules of the Men’s Shelter;
- Determine the services offered by the Men’s Shelter;
- Develop the necessary policies and protocols of the Men’s Shelter (harassment, fire, violence, etc.);
- Develop official agreements of partnerships with key stakeholders (police, youth protection, social services, community organizations, etc.);
- Create a communication plan to inform the population of the new service;
Finances
- Prepare the operational budget and make sure it’s respected;
- Find additional sources of funding (the Men’s Shelter will mostly be funded by the NRBHSS).
Human Resources
- With the collaboration of NRBHSS:
- Identify the necessary positions of the Men’s Shelter;
- Create the job descriptions;
- Do the job postings;
- Interview the potential candidates;
- Create their contracts;
- Find relevant training for staff;
- Once the Men’s Shelter opens:
- Manage the schedules of staff;
- Prepare and set up staff meetings;
- Provide leadership, assistance and guidance to the staff while encouraging teamwork.
Requirements
- Have 5 years of experience in a similar role;
- Have a bachelor’s degree in management, or a relevant combination of experience and training;
- Sense of organization, initiative and autonomy;
- Great ability for mobilization around common objectives;
- Ability to work alone and in a team, while being able and willing to easily collaborate with different partners;
- Ability to establish a relationship of trust with the population;
- Fluency in English and Inuktitut, both written and spoken;
Working Conditions
- Temporary full-time position (but possible to become the manager of the safe house when it opens);
- Position established in Kuujjuaq, (No housing available);
- Salary and working conditions according to the rules issued by the BOD of Qajaq Network;
