The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Quebec Agreement

(section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel.

Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient

organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following position:

MANAGEMENT AND DEPARTMENT: ADMINISTRATIVE SERVICES DEPARTMENT – # 10003-CAPITAL ASSETS

DESCRIPTION

Under the authority of the Director of Administrative Services, you assume responsibility for the Regional Board's

services related to real estate development. At your management level, you participate in the planning, directing,

organizing, controlling, managing and evaluating evaluation of all activities related to real estate development.

You are responsible for the financial management of the budgets entrusted to you.

You manage the human, material and financial resources of this service. You represent the Regional Board to the

establishments for the services under your responsibility and for other mandates entrusted to you. You act as a

leader within the network to promote efficient and effective management of real estate development for the

region.

Your responsibilities also include:

• Ensure liaison between team members and stakeholders, ensuring that objectives and priorities are

properly aligned;

• Assist project managers in identifying and mitigating risks;

• Represent the construction team on various platforms;

• Actively participate in the recruitment and hiring of new team members;

• Oversee documentation and reporting requirements;

• Strengthen team cohesion by encouraging collaboration between team members and other teams or departments;

• Assist the Director of Administrative Services and clarify objectives and expectations for team members;

• Advise the Director of Administrative Services and team members on resolving various issues with the

department and stakeholders;

• Manage the prioritization of requests and ensure that deadlines are met;

• Review and approve invoices;

• Coordinate special construction audit assignments;

• Ensure funding is available for various planned projects;

• Defend the decisions and direction of the Director of Administrative Services with stakeholders and team

members;

• Support the Director of Administrative Services and team members in handling complex files;

• Work closely with the project manager and stakeholders on the staff housing project file;

• Monitor the staff housing order book;

• Monitor the office space order book;

• Collaborate with the Director of Administrative Services on the PQI file when necessary;

• Initiate and develop internal and external partnerships and alliances within the department;

• Manage the prioritization of requests and ensure that deadlines are met;

• Analyze and approve invoices;

• Coordinate special missions of auditors on construction;

• Ensure funding is available for the various planned projects.

REQUIREMENTS

• Bachelor's degree in administration, engineering, architecture or any other relevant field;

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and training may be considered;

• Good overall knowledge of the construction industry and proven experience in project management;

• Significant experience in the health and social services network;

• Mobilizing leadership, strategic and operational management skills;

• Rigor, autonomy, political acumen, strong analytical and decision-making skills;

• Good understanding of the sociocultural context of Nunavik and Inuit culture (an asset);

• Knowledge of MS Office suite;

• Proficiency in at least two (2) of the three (3) languages used in the region: Inuktitut, English or French.

ADDITIONAL INFORMATION

• Please note that interviews will potentially be conducted during the week of June 1st, 2026;

• Home base: Residence in the North is prioritized; however, teleworking from the South is possible depending on operational needs. Please note that travel to the North may be required depending on service activities.

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.

WORKING CONDITIONS

• Permanent full-time position (35 hours);

• Day shift;

• Salary based on the rules issued by the MSSS for supervisory staff (Class 38 between $96 664 and $125 661 annually).
