The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern
Quebec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory
located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and
the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.
The regional board seeks to fill the following temporary one-year position:

MANAGEMENT AND DEPARTMENT: DIRECTION OUT OF REGION SERVICES, #42003-CHILD FIRST INITIATIVE
DESCRIPTION
Under the authority of the Coordinator of the Child First Initiative (CFI), the Specialist in Administrative Procedure
plays a key role within the team, providing administrative, organizational, logistical, financial, and
accessibility-focused support.
The selected candidate will contribute to the optimization of administrative procedures, logistical coordination,
and the management of financial operations related to products and services funded by the CFI. The candidate
will also play an essential role in supporting accessibility, by facilitating a process that is simple, respectful, and
culturally safe for families and partners. Through this transversal role, the candidate will support all operational
activities of the CFI and help facilitate access for children who are beneficiaries of the James Bay and Northern
Quebec Agreement to the services and products they require, whether within Nunavik or outside the region.

Your responsibilities also include:
Finance and accountability
• Prepare, analyze, and process invoices (coding, approvals, compliance);
• Participate in the follow-up of requests and projects;
• Maintain and analyze financial monitoring tools (dashboards);
• Contribute to reporting with partners.
Logistics and administrative coordination
• Plan and coordinate certain meetings, events, or travel;
• Manage document filing and maintain record-keeping systems;
• Support the team in preparing reports and various internal activities;
• Provide administrative and technical support for transversal projects.
Accessibility and service flow
• Actively contribute to making CFI services understandable, accessible, and culturally safe for children, families,
and partners, while taking into account Nunavik’s cultural, linguistic, geographic, and historical realities;
• Contribute to improving the fluidity of services for families;
• Simplify administrative procedures to reduce the burden on families.
Procedures, continuous improvement and quality
• Develop, standardize, and update CFI administrative and financial procedures;
• Identify opportunities for improvement and propose innovative solutions;
• Participate in the implementation of management and quality-control practices;
• Document and improve guides, operational tools, and internal processes.
REQUIREMENTS
• Bachelor’s degree in Business Administration, Human Sciences, Social Sciences, or another relevant university
discipline;
• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of
relevant experience and training may be considered;
• Experience in administration, accounting, financial management, or administrative coordination involving
budget monitoring (invoicing, budget monitoring, procedures);
• Excellent communication skills, both oral and written, in French and English. Knowledge of Inuktitut is an
asset;
• Proficiency with the Microsoft Office suite (Word, Excel, Outlook, Teams);
CANDIDATE PROFILE
• Comfortable creating or documenting tools, guides, and procedures;
• Demonstrated ability to organize work effectively and manage multiple tasks;
• Collaborative, versatile, and able to adapt to changes.
Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.
ADDITIONAL INFORMATION
• Please note that interviews may potentially take place during the week of April 6, 2026;
• Work location: Remote assignment. Please note that travel to the North may be required depending on
service activities.
WORKING CONDITIONS
• Temporary full-time assignment (35 hrs/week) for one year with possibility of extension;
• Day shift;
• Salary in accordance with MSSS conditions and candidate qualifications ($28.02/h to $51.76/h).
