The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Quebec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

The regional board seeks to fill the following temporary one-year position:

MANAGEMENT AND DEPARTMENT: DIRECTION OUT OF REGION SERVICES, #42003-CHILD FIRST INITIATIVE

DESCRIPTION

Under the authority of the Child First Initiative (CFI) Coordinator, the Specialist in Administrative Procedure – Finance, plays a key financial, administrative, and organizational role within CFI Nunavik. The Child First Initiative, established by the federal government to address the specific needs of Inuit children in the areas of health, social services, and education. It provides funding for services that are unavailable within a reasonable timeframe or do not exist. In this role, the incumbent will actively support the team in optimizing administrative procedures and managing the financial operations related to CFI-funded products and services. Through a cross-functional role, the Specialist in Administrative Procedure will help facilitate access to required products and services for children who are beneficiaries of the James Bay and Northern Quebec Agreement, whether in Nunavik or outside the region.

Your responsibilities also include:

• Develop, standardize, document, and update CFI administrative and financial procedures;

• Collaborate with the Financial Management Officer in the preparation, monitoring, and verification of invoices and payments;

• Receive, review, and process invoices, including validating coding, verifying required approvals, and ensuring proper filing of financial documents;

• Ensure financial follow-up of CFI files and support monthly, quarterly, and annual reporting, in collaboration with partners and Indigenous Services Canada (ISC);

• Develop, maintain, and analyze tracking and planning tools (dashboards, performance indicators, Power BI) to support management and decision-making;

• Identify opportunities for improvement in administrative processes and propose solutions to enhance efficiency and compliance;

• Participate in the implementation of management and quality control practices;

• Plan and coordinate certain meetings, events, and/or travel arrangements;

• Manage and organize activities related to documentation standards and the maintenance of filing and record-keeping systems;

• Work closely with the CFI Coordinator and team, providing technical and administrative support to cross-functional projects and activities, in order to promote the accessibility and quality of services delivered through CFI;

• Support the team in the preparation of reports and perform any other related duties as required.

REQUIREMENTS

• Bachelor’s degree in Administration or a related field (e.g., Finance, Accounting, Management, Process Improvement);

• For candidates who are beneficiaries of the James Bay and Northern Quebec Agreement, a combination of relevant experience and education may be considered.

• Significant experience in administration, accounting, or financial management, including the development of procedures, invoice management, and budget monitoring;

• Experience in the public sector or in an organization providing services to Indigenous communities;

• Experience in Nunavik, knowledge of Inuit culture and northern realities, or experience in an intercultural context are assets.

CANDITATE PROFILE

• Demonstrates excellent ability to organize work, set priorities, and manage multiple tasks simultaneously in a complex and evolving environment;

• Exhibits rigor, autonomy, and strong attention to detail, while being able to follow established procedures and propose improvements;

• Accurately analyzes administrative and professional documents and produces clear, structured reports that meet expectations;

• Highly skilled in developing, documenting, and maintaining procedures, guides, management tools, and dashboards;

• Provides professional and respectful customer service to partners, stakeholders, and beneficiaries;

• Communicates clearly and professionally, both orally and in writing, in French and English. Knowledge of Inuktitut is an asset;

• Collaborates easily within interdisciplinary teams and actively contributes to cross-functional projects;

• Demonstrates versatility, adaptability, and professionalism, even in unexpected or changing situations;

• Shows sensitivity to northern realities and a good understanding of issues related to child and family development in Nunavik (considered a significant asset);

• Proficient in Microsoft Office Suite (Word, Excel, Outlook, Teams, Planner), databases, and collaborative tools.

Candidates who are beneficiaries of the James Bay and Northern Quebec Agreement shall receive priority.

ADDITIONAL INFORMATION

• Please note that interviews may potentially take place during the week of February 9, 2026.

• Work location: Remote assignment. Please note that travel to the North may be required depending on service activities.

WORKING CONDITIONS

• Temporary full-time assignment (35hrs/week) for one year with possibility of extension;

• Day shift;

• Salary in accordance with MSSS conditions and candidate qualifications ($28.02/h to $51.76/h).
