The Nunavik Regional Board of Health and Social Services (NRBHSS), incorporated under the James Bay and Northern Québec Agreement (section 15) as well as the Act respecting health services and social services, covers the entire territory located north of the 55th parallel. Its mission is to adapt health and social services programs to the population’s needs and the region’s realities and to ensure efficient organization of the resources made available to the Nunavik region.

MANAGEMENT AND SERVICE: OUT OF REGIONS, #42002, NON-INSURED HEALTH BENEFITS (NIHB) PROGRAM
DESCRIPTION
Under the supervision of the Coordinator of the Non-Insured Health Benefits (NIHB) Program for Nunavik, the Administrative Process Specialist plays a key role in supporting access to health services for beneficiaries under the James Bay and Northern Québec Agreement (JBNQA). The incumbent ensures sound planning, organization, and financial oversight of the NIHB Program, which provides beneficiaries with access to non-insured health services and specialized care not available within the region.
Key Responsibilities
• Support the Coordinator and team in identifying and implementing initiatives that promote continuous improvement of administrative and financial processes;
• Develop and maintain a structured budget framework that supports annual expenditure planning and effective financial controls;
• Contribute to the harmonization of accounting practices across institutions to ensure consistent and comparable financial reporting within the region;
• Provide regular financial updates, including variance analyses, to assist management in aligning financial data with service volumes;
• Collaborate with external auditors and support the preparation of the independent auditor’s report;
• Address or coordinate corrective actions related to findings in the independent auditor’s report;
• Analyze administrative needs and design efficient methods, tools, and systems to improve program operations and management;
• Participate in various improvement projects and provide professional advice to optimize processes and outcomes.
REQUIREMENTS
• Must hold a bachelor's degree in administrative sciences, humanities, social sciences or another appropriate academic discipline;
• Three years of administrative experience, particularly in the health or social services sector;
• For candidates benefiting from the James Bay and Northern Quebec Agreement, a combination of experience and relevant training will be considered;
• Mastery of administrative methods and techniques, information systems, budget management and IT tools;
• Excellent knowledge of spoken and written French and English. Knowledge of Inuktitut will be considered an important asset;
• Ability to develop tools for monitoring, managing and sharing information;
• Ability to produce high-quality documents and write administrative texts (directives, procedures, minutes, etc.) in clear, simple language;
• Excellent judgment and a sense of responsibility;
• Organized, rigorous, autonomous, able to communicate effectively and work as part of a team;
• Sensitivity and adaptability to the cultural and logistical realities of Nunavik or remote regions.
ADDITIONAL INFORMATION
• Please note that interviews may take place during the week of November 24, 2025;
• Home base: Relocation to the North is preferred, however, teleworking from the South is possible depending on operational needs. Please note that travel to the North may be required depending on the department's activities.
Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
WORKING CONDITIONS
• Temporary full-time assignment (35 hours/week) to cover a 12 months maternity leave;
• Day shift;
• Salary according to the conditions of the MSSS and the qualifications of the candidate ($28.02/hr to $51.76/hr).
